Regina Owens Dillard

Regina Owens Dillard is a STEM advocate and a consultant in program leadership development for a major aerospace company. She recently retired as the navigation programs director for Resilient Navigation and Reconnaissance Systems in Secure Sensor Solutions for Raytheon Intelligence & Space, a business of Raytheon Technologies. Regina led a team of program managers who managed a multi-million dollar portfolio of programs ranging from development to sustainment, with multiple US and international customers and suppliers. Prior to joining Raytheon, she worked in various engineering and leadership positions with increasing responsibility at Boeing Satellite Systems and Hughes Space & Communications.

Regina earned a bachelor’s degree in mechanical engineering from the University of California at Los Angeles and a master’s degree in business administration from Loyola Marymount University.

Regina is the immediate past president of the Los Angeles Council of Black Professional Engineers where she served as president for over four years. She is also the current treasurer for the Los Angeles Graduate Chapter of Alpha Kappa Alpha Sorority, Incorporated and an active member of the UCLA Black Alumni Association where she serves on the NSBE (National Society of Black Engineers) Bruin Alumni Scholarship Committee. Regina is a lifetime member of: Alpha Kappa Alpha Sorority, Incorporated; the Los Angeles Council of Black Engineers; and the UCLA Alumni Association.

Living in Los Angeles for all but the first two months of her life, Regina’s parents were her role models. They met at an HBCU and took turns earning their advanced degrees while working fulltime and caring for their family of six. Regina is the mother of two adult children who are young professionals who also support the Los Angeles community
